6:00 PM – POTENTIAL COMMUNITY RESIDENCES: In compliance with Section 41:34 of the New York State Mental Hygiene Law, Evelyn Douglin Center for Serving People in Need, Inc. and the New York State Office For People With Developmental Disabilities (OPWDD) have submitted applications for Potential Community Residences to be located at:
– 55 Lenox Road, Apt. 4A between Flatbush Ave. and Bedford Ave.
The apartment a.k.a. Individualized Residential Alternative (IRA) will be home to two individuals with developmental disabilities. Each person living in the residence will attend six hours of program at a sheltered workshop or day treatment or competitive employment or day habilitation program each weekday. There will be supervisory and residential staff on duty with recreational activities and programs planned for evenings and weekends. A neighborhood advisory committee will be established, so that there can be a meaningful liaison between the community and the sponsoring organization facilitating integration of the home into community life. 6:15 PM – VARIANCE: An application for a Variance has been filed with the Board of Standards and Appeals (BSA), pursuant to §72-21 of the Zoning Resolution of the City of New York, as amended, to request a variance to permit the conversion of the existing building located at the Premises from residential use to community facility use (Use Group 3 School), contrary to bulk regulation. This application seeks a waiver of front and side yard regulations (§§23-45, 24-35) as well as a waiver of the loading berth requirement of the Special Ocean Parkway District (§113-22). In addition, since the existing building is non-complying, and conversion to community facility will create new non-compliances regarding the yards, a waiver of §54-31 is requested.

If a hearing exceeds its allotted time, the following hearing will begin immediately after. All materials for public hearings are available for review at the Community Board 14 office.
If you would like to testify at any of these public hearings, you should pre-register for speaking time by calling the District Office at 718-859-6357 or you may register to speak on the evening of the hearing on March 2nd. Speakers who register in advance will be given priority on the speaking schedule.
